Many years ago in our parent's time when a student misbehaved they would be punished with a paddle. If a student got in a fight, they would be beaten (not severly) by their parents by the time the cops got there. By inflicting the fear of "Physical Punishment" students behaved like normal "Americans" instead of the immoral and undisciplined children we have today. In my opinnion, a few swats with a paddle (regulated fairly and well) is a cheap price to pay for complete authoriatism in a class room full of immoral and undisciplned students. What are your oppinions? It would embarass most into behaving correctly, but knowing today's society they might pull a gun or retaliate.
You know, if your not the guy whos being beaten; seeing another being beaten is funny. If it also helps moral society of children, I strongly support this.
The school I went to from 3rd - 8th grade punished with the paddle, and they weren't secretive about it either. They would announce over the intercom for the student in trouble to come to the principal's office. The principal only saw people to punish them with the paddle or to help them organize some extra-carricular event (usually only with the teacher's pets), and it was easy to tell who was going for what. Lemme tell ya, the idea of being spanked with a giant plank and everyone would know about it kept me honest. I never got paddled, but some of my friends did. Some of them proudly got whacked just so they could show off, but I honestly feared the pain. My dad spanked me as a kid, too. And I'll be honest, I spank my son sometimes. There's nothing wrong with physcial punishment. Sometimes its the only thing kids will understand.
When I meet adults who got spanked and such as kids there usually really nice people. It's not how there treated as a child that matters its how they are when they are adults. I have seen tons of weird people who are drinkers smokers and drug abusers who the only punishment they ever got was time out or grounding.
Then again I have seens lots of both.
Corporal punishment can be effective in certain cases. However, you have to be very careful with it. Most especially, the child must know why they are being punished; if they don't know why, it can have a very bad effect on them because they think you're doing it for fun or something. As far as I can tell, psychological warfare is a much better way to deal with unruly kids, of any age.

Anyways back to the topic. There are no corporal punishment in America because it is wrong for another person to hit another person in America. No one can even touch each other legally in America. If there were, like someone mentioned, it should be for adults too for smoking and drinking.
The child must know why he is being punished just like when your training a dog you stuff his nose in his crap if he takes a dump in the kitchen or such.

In most cases, I feel that paddling a child is not the right way to go. Sure, it may help in the school room setting, but after they leave the setting (such as graduating or even the time after school) the negative behavior tends to reappear again. The behavior you are trying to avert will, psychologically, go away for longer if you use positive reinforcement in order to promote the other behavior than if you use punishment to punish the child for a negative behavior. Once the child is out of the environment that he was punished in and commits the negative behavior again, he or she will notice that they are not being punished for the behavior and be very likely to commit it again if they feel like it.
CP can be effective in some children, and should be handled on a child to child basis.
However, once the child reaches adolescence, CP should not be used. Even in children it is iffy. You may end up teaching the child that hitting other people is okay, because you do it to them.
It should only be used as a last resort, and more effectively in a situation where you cannot explain to them what they are doing is wrong (running across a highway).
Last resorts expulsion. School gives up hope to teach the child ever again.
