I raised his warn level, suspended him for 3 days, and removed 100 minerals/posts for posting this in Clan Chef's forum:

Should I have done anything more or less? I just figured Clans can't warn people in their forums, so I did it for them.

Pretty blatant advertising, just ban or something if the account hasn't posted anything else.

At the time I warned, no. But I just took a look at it now.

In the case of a clan forum like Chef, is it only the "leader" who can make topics invisible or can any of their moderators? Since no one else was on at the time, I warned the dude, but I'm not too sure their moderators know exactly what the word "moderate" means supposing they were on.

Anyways, I read the pinned announcement and will keep that in mind from now on.

If you read the Feedback forum, they were just given perms to invisible the topic.

There doesn't seem to be any point to banning the adspam accounts, since they always make new ones for the next spam regardless.
