StarCraft can only use .wav sound files. You will have to convert your .mp3's to .wav's.
After that, go to sound editor and upload your sounds so you can use them in your map.

As far as I know (and I don't know a lot), ThunderGraft was a tool (mod?) made by Q a few years ago which allowed to you use mp3's in maps, etc. I don't think it was ever released to the public, but maybe you'll find it if you Google around or ask some people who have it.

interesting - if it was NOT a mod. I doubt that, though...

ThunderGraft was a mod tool, I'm pretty sure. It allowed you to use custom mp3s as sounds for Starcraft. It's just easier, though, to turn them into .wavs with MP3 To Wav, in the DLDB. It works perfectly. The output files are huge, but there's a tutorial on how to compress them.
