But I don't want it to move anywhere. I just want it to unburrow and stay right where it is.

Havn't tested this but tell it move to its current location.

Yep, that's the trick.
But you gotta also look out that it won't burrow again (if computer controlled)

If this doesnt work, then do a burrowed detection trigger. Make a location that always follows the unit. The location is for burrowed units only. Another location that also follows the unit, but this one cannot detect burrowed units. Brings 1 unit to ' burrowed ' remove unit at ' burrowed ' Create 1 unit at 'unburrowed' preserve
The unit created will not be burrowed.

Also, in case you don't know how to make the unit move to its current location, just move a location to it and order it to that location.

In case you don't understand what they mean by move to its current location before ordering it to move you would center a location on it using the move location trigger then order it to move to the location you have centered on it.

To be sure it doesn't burrow again you could just disable burrowing
