If you dont mind a subdomain name, you can use dyndns.com, i'm pretty sure they offer real dns for a price as well

Every computer has an IP. Domain name gets sent to a DNS server, which will forward you to the correct IP address.

If you are set on a domain name, I recommend http://www.namecheap.com/index.asp
You can also google for coupons. Google = your god in this aspect. If a site has a coupon input, you can generally find a coupon somewhere to save 25% on such a site.

I'd just pay 10 dollars a year. Better then wasting hours on a website I have no interest to be in. And possibly have ads.
