If you mean extracting Quake 3 or 4 sounds for your Quake RP, you can open the .pk3 or .pk4 files with WinRaR and WinZip. I do it all the time (for Quake 3, I don't have/want 4)

If it's for PC just trying opening up the folder for the game and look around for .wav files. That rarely works but it's worth a shot.
