If you mean upgrades such as Ventral Sacs, you can simply give the computer a unit from another player that already has the upgrade researched.
Unless you mean weapon and armor upgrades; from what I know, you can't force the computer to upgrade those without modding, and they won't upgrade beyond level 3.

Doesn't giving work for weapon and armour ungrades too? I thought so.

You only get tech when you gain control of a unit that has that tech, and if it is enabled for you. Tech includes everything except things that physically add to the damage number or the armor number. Even though the +50 energy things are under upgrades, they are still transferred.
As a sidenote, if you get a cloaked ghost/wraith that has cloaking disabled, the unit will stay cloaked, and you will not be able to uncloak it.
Physical upgrades (those not tech, see above description) will only be upgraded inconsistenly when you set their ai and have the right conditions, but it's not known how or why this happens. Also, they won't upgrade past 3 like xmrxsiegecopx said.
