Overlapping text is disabled in forces and map titles. It's actually enabled in map titles, but if you do it, no one can join your games. This change was brought about in 1.14.. due to all the new colors, though, most people thought it was worth it.
Overlapping is still enabled in the mission briefing, display text messages, and unit names.
