How can I improve on this picture?

It is in .gif format, so it does have that color deformation in it. Help me for great justice.
Why is the light blue while the text outline and the background red? Polar opposites don't usually do well together, black/white excepted.
O, because the red was a flag, but I cut down the image and it still remainded partially visible.
1 - What is it for?
2 - If you want it better, I suggest to 100% remake it. It's crap. (no offense)
1- It will be an icon for a game I am designing ( this picture isn't that important now, but I have someone else working on them ).
2- Really? Because I thought it looked like WW2 propoganda and that was what I was going for.
It's way too dotted(lol I don't know how it's called) even for a WW2 propoganda. I suggest to replace the dotted effect with something else.
take a look at some photos or scans of 'print' from the ww2 time period, then u can copy some of the empty parts over yer pic and use them as a guide

The man in the front holding the gun was from an actual propoganda picture from WW2.

discoloration was cause by it being a .gif file instead of .png
The light part on the right side makes this look rubbish. It looks like you took a picure of it with a 0.3 megapixel camera, and pasted it in Photoshop. I would do as Gigins suggested, remake it. (Still no offence.)

Each format can be used right and wrong. This is a perfect example of how to not use .gif format.
