Is this new? All of a sudden I have some limited moderation options on threads that I started. Has this been here before?

If its close or delete topic, and its your topics. I believe yes, you have those options. Otherwise I am unsure.

If you created a topic/poll, you have the rights to either delete or close it yourself. It has alwasy been there, I beleive...

I noticed it as well, its a good option, gives u a chance to remove or close a thread if someone turns it into a spam thread!

Yeah but the judgement isn't always as good. Like somebody might close a potential spam thread that wasn't really.

If the admins have power to close the spam, they can probably have a way to open it again.

I know admin have that resposibility. I'm saying a lot of people don't. Which is why everybody is not admin...

If an admin closes a topic, you know its bad. If you open it again, we'll delete it, and increase your warn level

Yes you can reopen. If you can close you can obviously undo it
