When I make a post in any forum and in less than 30 seconds I shout in the shoutbox it tells me that flood control is enabled on this board, but then I can see that my shout was made.
Just make it so that there are separate flood controls for shoutbox and forums and not a joint one. And if that message of flood control doeas appear then it's logical that the message would not get posted but it did.

It has happened to me, let me try after this post. Regular flood control is 15 secs so you have to make the shout really fast.

Oh, BTW isolated, my flood control is 30 secs since im not a regular I'm Map Team. MAke Map Team flood at 15 since most of us is regulars.

It should mimick regulars in all ways because I created the new groups based off regulars... I'll get to it though. Feeling lazy today
