To the DLDB? No, it just needs to be filled first.

Though ... Yoshi, you should probably enable it for now. So people dont lose too much interest to the site.

You don't. Yoshi is working on a new way of submitting maps. I'll be doing all the uploading.

EDIT: At the top of the page in the database you'll see a link to upload maps.
