I'm going to reopen this, just because I want to answer peoples questions and get responses. Its the first time (hopefully the last) I defy the actions of the member who opened it.

It has to be spamming I cannot control before such actions are taken. However the ISP would rather not have a customer who pisses off too many sites (because it will give them a bad rep). Typically, everyone stops after they've been IP banned. There were only some cases when I had to mail ISPs.

What they don't understand, is that the warn level system was put in place so that they have a fair chance to stay at the site. If too many people get pissed about some little integer counter, then I might "hide" the members from viewing their warn levels, and make it so they don't know they have it. We'll give verbal warnings but not tell if their counter was increased (it would be kept for moderator/admin reference if and when they got to 100%).
