The only flaw is that the ground unit will partially block the movement of the hydra. Any ideas on how to get around this?

Try doing it like it is in the tutorial. The tutorial one doesnt have anything wrong with it.

I've tried it and it doesn't work. The hydra is considered inside the location whether its burrowed or not. I think that it only works upon creation of a unit but I'm not exactly sure of this.

The point isn't to detect whether the Hydralisk is in the location. It is for the unit being teleported over it. Check your conditions, there are some problems such as

Current Player brings at least 1 unit to Burrow Detector.

It doesn't seem to me as if you have checked the tutorial I gave you.

Stack the hydras with a trigger! Yea! Then other units wouldn't interfere.
