I think yes...
Make 3 locations that are centered on your Command Center. Then, use a trigger to detect when a SCV comes in and set a switch when he is IN.
If the switch is ON onto location 1 : Substract 8 minerals, add 1 death [unit?].
Do that trick with 3 different units.
Place a certain unit somewhere in the map, with 3 beacons : one that represent the 1st area, 2nd the 2nd... and 3rd the third
Then, when the unit goes on a certain beacon, you substract 1 death count of the unit that is related to that area and add 8 minerals...
Well... it's not PERFECT, but it could work!
I like that idea!
You could also make it with only 2 areas... it would be more doable :
detect when a SCV is on the CC and depending on his area, add 8 gaz and subastract 8 minerals.
*For that idea, you'll get to change the unit cost depending on the area you are... gaz or ore!

Only one prob : when you create an SCV, it's gonna be detected in the CC area and gives you 8 minerals -.-'
